ISO 45001: safety as a system, with the law on your side.
ISO 45001 organises the prevention of injuries and occupational diseases into a management system. In Italy it is the standard that art. 30 of D.Lgs. 81/2008 cites for organisational models, and it lets a company apply to INAIL, Italy’s workplace-insurance institute, for a reduced premium rate through the OT23 form.
What it is
Prevent, don’t chase.
The standard requires a management system that prevents injuries and occupational diseases and makes workplaces safe: hazards and risks assessed, workers consulted, legal obligations met, incidents analysed so that they don’t happen again. ISO is preparing a new edition, expected as ISO 45001:2027.
Who needs it
- Companies that want a 231 model (Italy’s corporate-liability compliance model) that holds up on safety
- Companies aiming for the INAIL rate reduction with the OT23 form
- Contractors who must show how they manage safety
- Those already using 10Safety: people, appointments, training and deadlines are the starting point
What it brings you
Organisational models that comply with UNI EN ISO 45001:2023+A1:2024 are presumed to comply with the requirements of art. 30, for the corresponding parts. It is the reference for a model that, once adopted and effectively implemented, can exempt the company from corporate liability.
D.Lgs. 81/2008, art. 30 c. 5, as amended by D.L. 159/2025ISO 45001 certification is intervention E-1, “type A”, in INAIL’s OT23 form: on its own it is enough to apply for the rate reduction, from 5% to 28% depending on company size. Applications for 2027 by 1 March 2027.
INAIL, modello OT23/2027 and its guideIn Italian tenders that provide for it, the guarantee is reduced by up to 20%: ISO 45001 is among the certifications in Annex II.13.

The path
From analysis to certificate, in four steps.
- 1
Initial review
Hazards, risks, legal obligations and how the company manages them today: the risk assessment document is the starting point.
- 2
The system, written and lived
Policy, objectives, worker consultation, operating procedures and emergencies. Then a period of real operation.
- 3
Internal audit and review
Before calling in the certification body, an internal audit and the management review show whether the system holds up.
- 4
Certification audit
The accredited body carries it out in two stages, the second at the company’s premises. The certificate lasts three years, with a surveillance audit every year.

Questions
The first questions people ask about ISO 45001.
Does ISO 45001 remove my 231 liability?
Not automatically. The law presumes the model compliant only for the parts corresponding to the requirements of art. 30, and the model must still be adopted and effectively implemented.
Does the INAIL discount still exist?
Yes. In the OT23/2027 form, ISO 45001 certification is intervention E-1, type A: the application deadline is 1 March 2027 and the reduction ranges from 5% to 28% depending on company size.
Is a new ISO 45001 coming?
ISO is preparing it and expects it as ISO 45001:2027; today it is a draft. Until it is published, the 2018 edition with the 2024 amendment applies.
